The 2027 Tai Sui branch is Wei. Signs whose branch clashes, punishes, harms or destructs with Wei — or simply is Wei — are said to offend Tai Sui. This year that is Goat (same branch), Ox (clash), Rat (harm) and Dog (punishment and destruction both). Before you read on, one sentence: these five relationships describe mechanics, not verdicts.
"Tai Sui" began as an astronomical term — a notional counter-Jupiter used by Chinese astronomers to count years. Later it was personified into a deity, and "offending Tai Sui" went from being a calendar fact to a phrase that sounds like a diagnosis.
Strip the shell off and the mechanism is ordinary: your year branch and this year's branch have landed on one of the cells in the twelve-branch relationship table. Branches combine, clash, punish, harm and destruct with each other all the time; none of that is special to Tai Sui. The only thing that makes it conspicuous is that when one side is the year, it touches everybody's year branch at once.
Which also means the resolution is inherently poor: one twelfth of the world "offends" the same way you do this year. It can tell you that a line is going to be touched. It cannot tell you what happens after it is touched — that depends on what role the branch plays in your full chart.

The column people usually skip is the one on the right: the signs that combine with Tai Sui. Wu-Wei six harmony, the Hai-Mao-Wei Wood trine, the Si-Wu-Wei southern Fire trio — Horse, Rabbit, Pig and Snake are on the same side as the year. That guarantees nothing, but it does mean they are not spending the year arguing with the weather.
The Dog is worth a note: Xu forms both a punishment and a destruction with Wei. That double is not common among the twelve branches, and it means the force on that line has more than one direction this year. By zodiac, yes — the sign is read from the year branch alone. In practice the year branch is one of eight characters: whether your chart has other Wei branches, whether Wei helps or hurts your Day Master, and which luck pillar you are in all change the real weight. The zodiac-level answer is always the coarsest layer.
Can one person offend Tai Sui two ways at once?
